ESA, Roscosmos See ExoMars Without NASA

A joint European-Russian proposal that assumes no NASA participation in ExoMars has been submitted to the directors of the European Space Agency (ESA) and the Russian space agency Roscosmos ahead of a Feb. 15 meeting of ESA agency chiefs.
