Redundancy now, or redundancy never?

The two companies that lost to SpaceX in NASA’s Human Landing System programme have filed protests with the GAO, and a Senate bill would direct NASA to make a second HLS award. Jeff Foust reports on the cases the companies and their congressional advocates are making, and both the benefits and costs of redundancy.
